3388 - Grants Management Specialist

OVERVIEW:

Roles under the CHIPS Act are as financial steward of the CHIPS Incentives Program and as scientific leader for the CHIPS R&D Program. In executing these programs, the CHIPS program is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. The customer requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.    

GENERAL DUTIES:

  • Award and administer grants, cooperative agreements, or other related instruments related to the construction industry and semiconductor industry
  • Design, develop, implement, and interpret grants/assistance management policies, procedures, and practices.
  • Provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and sub-recipients as needed.
  • Review and evaluate the adequacy of grants/assistance policies and procedures.  
  • Serve as liaison between the Government and awardee organization.
  • Determine awardee eligibility using formulas and methodology and established eligibility criteria, such as competitive rating factors.  
  • Announce programs and solicit applications or proposals for funding under assistance awards.
  • Oversee, review, analyze, and evaluate grants/assistance applications, plans, and estimates.
  • Negotiate terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities.
  • Prepare, process, issue, and track grants/assistance awards and compliance with reporting requirements.

REQUIRED QUALIFICATIONS:

  • Bachelors Degree  
  • A minimum of five (5) years experience of federal grants administration experience or equivalent experience.
  • Preferred experience in the review and administration of Other Transaction Authority (OTA) agreements.  
  • Must have experience in reviewing financial assistance, or similar, applications for completeness, preparing award recommendation documentation and memorandum, and providing post award oversight and monitoring.

CLEARANCE:

  • US Citizenship required with the ability to obtain and maintain a clearance
